The Truckload Carriers Association appointed Jim Mullen president effective April 6, the organization announced in a press release.

Mullen now is executive director of the Clean Freight Coalition, an organization co-launched by the TCA and other trucking organizations. He also served as acting administrator and chief counsel of the Federal Motor Carrier Safety Administration from 2018 to 2020.
TCA said Mullen brings extensive regulatory, legislative and legal experience within the trucking industry to the president’s role.
“Jim’s depth of experience, steady leadership, and strong understanding of the issues facing our industry make him the right person to lead TCA into its next chapter,” TCA Chairman Karen Smerchek said in the Feb. 9 announcement. “His appointment reflects our commitment to continuity, momentum, and delivering meaningful value to our members.”
Mullen also previously served as chief legal and administrative officer of autonomous technology firm TuSimple, but resigned from the post in September 2022.
TCA said Mullen will guide the organization to expand its impact, strengthen member value and advance strategic priorities for the truckload sector. He will be introduced at the TCA annual convention set for Feb. 28 to March 3 in Orlando, Florida.
Mullen succeeds Jim Ward, who is retiring from the post after serving in the role since 2022.
